West Bengal to Roll Out New Industry Policy Soon: WB Industry Minister Tapas Roy

PARTHA ROY, KOLKATA: West Bengal Industry Minister Tapas Roy announced on 8th July 2026 that the state government is finalising a new industrial policy, which will be unveiled shortly. Addressing a special session of the Merchant Chamber of Commerce and Industry (MCCI) titled “How to Unleash Growth Potential of Bengal’s Economy” in Kolkata, Industry Minister Tapas Roy said the upcoming policy will be highly industry-friendly and focus on improving the ease of doing business.

Key initiatives include the introduction of a single-window clearance system to simplify procedures for investors. The Industry Minister highlighted ongoing efforts to attract major investments, revealing that the state government is in discussions with Japanese conglomerate Mitsubishi for setting up a semiconductor manufacturing unit in West Bengal. He described the meeting with the Mitsubishi delegation as positive and said initial discussions have been fruitful. “They will return at the end of this month for further talks,” Roy added. The state has offered land parcels in Durgapur or Panagarh for the project. Roy emphasised that the new BJP-led government is prioritising large-scale industries and views the relationship between the government and entrepreneurs as that of “partners”. He announced plans to develop world-class infrastructure for industries, including plug-and-play industrial complexes, logistics parks, and industrial corridors.

The government also intends to create export-oriented industrial clusters and parks across the state. The new policy will give special encouragement to women entrepreneurs, the Industry Minister added. Roy informed the gathering that West Bengal Finance Minister Swapan Dasgupta and Adviser to the Chief Minister Subrata Gupta were also present during the discussions with Mitsubishi. He assured industry leaders that the government would extend incentives not only to new industries but also to existing ones. The state is simultaneously working to facilitate the setting up of Global Capability Centres (GCCs) in West Bengal. Industry representatives urged the minister to accord high priority to establishing a deep-sea port in the state to boost exports. Roy assured the audience that the industrial ecosystem in West Bengal would be transformed from a permission-based system to a facilitation-based one. He stressed that the state government is working in close coordination with the Central Government under the “Double Engine Sarkar” model to attract big-ticket investments. Earlier, while welcoming Industry Minister Tapas Roy, MCCI President and noted woman entrepreneur Smt. Priti A. Sureka expressed optimism that Bengal is poised for rapid industrial expansion under the new government. Industry leaders present at the session appeared hopeful about the state’s industrial future.
