PARTHA ROY, KOLKATA: In a significant boost to bilateral ties, India and Vietnam have elevated their relationship to an “Enhanced Comprehensive Strategic Partnership (ECSP)” , reflecting growing strategic convergence in the Indo-Pacific region. The landmark upgrade was announced during the state visit of Vietnamese President and General Secretary To Lam to India from May 5-7, 2026. President To Lam received a ceremonial welcome in New Delhi, where both nations signed multiple agreements to deepen cooperation in defence, trade, technology, critical minerals, and maritime security. Leaders set an ambitious target of raising bilateral trade to $25 billion by 2030.
This development builds on a rich historical foundation. India and Vietnam share enduring links rooted in anti-colonial struggles as well as over thousand year. Mahatma Gandhi and Ho Chi Minh exchanged messages of solidarity, while India chaired the International Commission for Supervision and Control under the 1954 Geneva Accords. Full diplomatic relations were established in 1972, with India consistently supporting Vietnam’s sovereignty and development. The partnership evolved into a Comprehensive Strategic Partnership in 2016 and now stands elevated under the ECSP framework, marking the 10th anniversary of the earlier upgrade.
Defence ties received fresh impetus with Defence Minister Shri Rajnath Singh’s visit to Hanoi on May 18-19, 2026. The visit coincided with the 136th birth anniversary of the great Vietnamese leader Ho Chi Minh (born May 19, 1890). Singh paid homage at the Ho Chi Minh Mausoleum in Hanoi, honouring the founding father whose vision of national liberation continues to inspire bilateral friendship. He held extensive talks with Vietnamese counterparts, including General Phan Van Giang, focusing on maritime security, joint training, and defence industry collaboration. Progress was made on the potential BrahMos supersonic cruise missile cooperation, with discussions advancing on a possible deal estimated at around $600-700 million to strengthen Vietnam’s coastal defence capabilities. A final contract is still under negotiation. Additional highlights included an MoU on AI and quantum technology and the inauguration of an English Language Lab at Vietnam’s Air Force Officers College.
The partnership also expands into critical minerals. Both countries agreed to enhance cooperation in rare earth minerals and metals, promoting supply chain resilience and economic security amid global dependencies. This aligns with broader goals in energy transition and critical technologies.
Looking ahead, the ECSP aligns closely with India’s “Indo-Pacific Oceans Initiative (IPOI)” , promoting a free, open, and inclusive Indo-Pacific. Vietnam, a key ASEAN partner, shares India’s vision of a rules-based maritime order, connectivity, and sustainable development. The upgraded partnership paves the way for enhanced maritime domain awareness, joint exercises, and co-production in defence, positioning both nations as pillars of regional stability.
As bilateral trade hovers around $16 billion, this multifaceted cooperation promises deeper economic integration, people-to-people ties, and strategic trust. It not only honours historical bonds but charts a futuristic trajectory of mutual prosperity and security in the Indo-Pacific.
